Local rules and taxes
Permits, occupancy taxes and what Airbnb and Vrbo collect for you, from official sources with the date we checked.
- How do I find the short-term rental rules and taxes for my city?Work from the address outward. Confirm whether it's inside city limits, then ask the city or county zoning office whether short-term rentals are allowed and what permit you need, the county or city tax office about local occupancy tax, and your state revenue department about sales tax. Then check your HOA, and compare Airbnb's and Vrbo's tax collection lists for your area so you know which taxes they remit and which you file yourself.
- What are the short-term rental rules and taxes in Asheville and Buncombe County, NC?Inside Asheville city limits, renting rooms in the home you live in needs a homestay permit, and renting a whole home for under a month is a short-term vacation rental that the city's permit page says is allowed only in the Resort zoning district. Buncombe County charges a 6% occupancy tax and Buncombe's combined state and local sales tax is 7%, so the official rates add to 13%. Airbnb says it collects NC sales tax and local occupancy tax on stays under 90 nights, but Buncombe County still puts the owner on the hook for making sure it's paid.
- What are the short-term rental rules and taxes in Gatlinburg, Pigeon Forge and Sevier County, TN?The Sevier County Clerk says rentals need a $15 county business license, and homes inside Gatlinburg or Pigeon Forge also need a $15 city license. Outside city limits you also need the county's annual short-term rental unit permit, which costs $250 a year for 12 or fewer guests and requires a fire inspection. Gatlinburg says the guest pays 12.75% (9.75% sales tax plus its 3% hotel and motel tax) and Pigeon Forge says 12.25% (including its 2.5% lodging tax). Airbnb and Vrbo remit sales tax and local occupancy tax in Tennessee, but each city's monthly gross receipts tax stays with you.
- What are the short-term rental rules and taxes in Destin and Okaloosa County, FL?A whole home rented out more than three times a year for under 30 days needs a Florida DBPR vacation rental license, and a Destin home also needs the city's annual short-term rental registration ($500 to $700 by square footage). Guests pay 6% Florida sales tax, Okaloosa County's 1% surtax and Okaloosa's 6% tourist development tax, 13% in all. Airbnb collects the state tax and surtax, but Okaloosa County says it has no collection contract with any platform, so you register and file the tourist development tax yourself.
- What are the short-term rental rules and taxes on the Outer Banks in Dare County, NC?Dare County charges a 6% occupancy tax on rentals and its combined state and local sales tax is 6.75%, so the official rates add to 12.75%. Airbnb and Vrbo say they collect North Carolina sales tax and local occupancy tax on stays under 90 nights. Town rules differ. Nags Head, for example, requires an annual short-term rental registration by Sept 1, so check your town's planning office before you host.
- What are the short-term rental rules and taxes in Scottsdale, Arizona?Every Scottsdale rental of less than 30 days needs an Arizona TPT license, a $250 yearly city license per property, Maricopa County Assessor registration and $500,000 in liability coverage. Lodging tax adds up to 13.97% from Arizona Department of Revenue rate tables. Airbnb and Vrbo collect and remit the state, county and city lodging taxes on their bookings, but you still file a TPT return and pay tax on direct bookings yourself.
- What are the short-term rental rules and taxes in Austin, Texas?Every short-term rental inside Austin's full or limited purpose jurisdiction needs a city STR license, which costs $736.60 new and lasts two years. Hotel occupancy tax is 11% to the city plus 6% to Texas, 17% combined. Airbnb and Vrbo collect both on their bookings, but you still file a quarterly city report (a zero report if needed) and pay both taxes yourself on direct bookings.
- What are the short-term rental rules and taxes in Breckenridge and Summit County, Colorado?First check whether the home is inside Breckenridge town limits or in unincorporated Summit County, because each has its own license, caps and taxes. In town, lodging tax totals 12.275% and the license costs $756 per bedroom a year plus business license tax. In unincorporated Summit County, the county lists 6.375% sales tax plus a 2% STR lodging tax, and new Type II licenses are closed. Airbnb and Vrbo remit the taxes on their bookings in both places.
- What are the vacation rental rules and taxes in South Lake Tahoe and El Dorado County?A court struck down Measure T in March 2025, and South Lake Tahoe now issues vacation home rental permits under Ordinance 2026-1203, with a 900-permit cap in residential areas and a waitlist there since Aug 21, 2026. The city's transient occupancy tax is 12% (14% in parts of the redevelopment area), and Airbnb and Vrbo don't list it, so you file it yourself. Unincorporated El Dorado County charges 14% in the Tahoe area, and Airbnb and Vrbo collect that one.
- How is short-term rental income taxed for US hosts?Rent a home you also live in for fewer than 15 days in a year and you don't report that rent or deduct its costs (IRC 280A(g), IRS Publication 527). Rent it longer and all of it is income, cleaning fees included, usually on Schedule E, or on Schedule C if you provide substantial services such as regular cleaning or changing linen. Platforms file Form 1099-K above $20,000 in more than 200 transactions, but you report all income either way. This isn't tax advice; check with a CPA or EA.
Problem guests, parties and claims
Prevent parties, cancel a booking safely, file a claim that holds up and answer reviews.
- How do I stop parties at my Airbnb?Airbnb bans disruptive gatherings of any size, open-invite parties and listings advertised as party friendly, and it screens bookings for party risk. Your part is to set Events to not allowed, set a maximum number of overnight guests, add a visitor limit and ask every guest about group size and trip purpose before arrival. If a guest says they plan a party, Airbnb lets you cancel without fees when you have proof.
- Can I cancel an Airbnb booking without a penalty as a host?Only with a valid reason. Airbnb waives host cancellation fees for things like emergency repairs, serious illness, proof a guest plans to break a house rule or hold a party, and major disruptive events, usually with documentation. Otherwise the fee is 10, 25 or 50 percent of the reservation amount (minimum $50), you get no payout, the dates can be blocked and Superhost status is at risk. Don't ask the guest to cancel for you, because Airbnb and Vrbo both treat that as a policy problem.
- How do I file an AirCover damage claim that gets paid?Ask the guest to pay first, through the Resolution Center, within 14 days of their checkout. The guest gets 24 hours to respond, and if they decline, ignore you or pay only part, you can ask Airbnb to step in under host damage protection, which reimburses up to $3 million. The claims that get paid show the cause and timing of the damage, an itemized list with proof of value and receipts or repair estimates. Wear and tear, routine cleaning and natural disasters aren't covered, and AirCover only applies to Airbnb bookings.
- How should I respond to Airbnb reviews, good and bad?Airbnb removes a review only when it breaks the Reviews Policy, not because it's negative, and it generally doesn't settle disputes over accuracy. Your public response is the place to give your side, and it posts immediately under the review. Host and guest each have 14 days after checkout to review each other, and reviews publish when both are in or the window closes. Keep replies short, factual and written for future guests.
- Can Airbnb hosts use cameras or noise monitors?Outside, yes. Inside, only a noise monitor. Airbnb bans cameras and recording devices anywhere inside a home, even when switched off. Exterior cameras, including doorbell cameras, are allowed if you disclose them and they don't cover private spaces like an outdoor shower. Noise monitors that don't record audio can go indoors, outside bedrooms, bathrooms and sleeping areas, once disclosed.
- GuideDo noise monitors work for short-term rentals, and are they allowed?Yes, if you follow the platform's rules. Airbnb allows noise decibel monitors that measure sound levels without recording audio. They can go indoors, but not in bedrooms, bathrooms or sleeping areas, and you must disclose that you have one. Indoor cameras are banned. A monitor alerts you to sustained loud noise so you can act early.
- TemplateNoise complaint messageMessage guests as soon as you hear about noise, whether from a neighbor or your own noise monitor. Stay calm and specific. Say what was reported and when, point to the quiet hours already in your listing, ask them to bring the volume down now and thank them. Don't threaten fines or add new rules after booking.
- TemplateAsk a guest to pay for damageMessage the guest promptly and stick to facts: what was damaged, when you found it, what it costs to fix and the photos and receipts that show it. Then send the request through Airbnb's Resolution Center within 14 days of checkout. If the guest doesn't pay within 24 hours, you can ask Airbnb to step in.
Search ranking, Superhost and Guest Favorite
Only what Airbnb itself publishes, so you know what you can change and what nobody outside Airbnb knows.
- How does Airbnb decide where my listing shows in search?Airbnb says its algorithm weighs quality (photos, reviews, ratings), popularity (wishlist saves, bookings, messages), price compared with similar nearby listings, location, availability and booking settings like Instant Book. It says price has a large impact, and listings priced below comparable ones tend to rank higher. Airbnb does not publish the formula or the weights, so nobody outside Airbnb can promise you a ranking.
- What do Superhost and Guest Favorite require?Superhost is a host status. You need a 4.8 or higher overall rating, a 90% response rate, a cancellation rate under 1% and at least 10 stays (or 3 stays totaling 100 nights) over the past 12 months, checked on Jan 1, Apr 1, Jul 1 and Oct 1. Guest Favorite is a per-listing badge, checked daily, for homes with at least 5 reviews and excellent ratings, plus a host cancellation and quality-issue rate of 1% or less. Airbnb doesn't publish a minimum rating for Guest Favorite.
- How should I style beds, towels and the bathroom for listing photos?Airbnb's photoshoot prep guide says to tuck in the comforter so it hangs evenly, fluff two pillows per sleeper, keep towels off the bed, hang bathroom towels neatly, put the toilet seat down and open the shower curtain. Shoot in daylight with blinds open and the flash off, holding the camera level and horizontal. Vrbo asks for at least 6 photos at all times and says horizontal displays best. Towel folding and color choices are general practice, not platform rules.
Seasons, cabins, beach and amenities
Winter, mountain cabins, hurricanes, hot tubs, pools, fireplaces and big groups.
- How do I get a vacation rental ready for winter? The Red Cross says to keep the thermostat no lower than 55°F when you are away, and your insurer may require a minimum temperature or the water shut off while the home is empty. Before the first freeze, find and tag the main water shutoff, drain outdoor faucets, add leak sensors, book snow removal and have a professional inspect the furnace, water heater, fireplace and vents. Test CO alarms on every level, and send guests a short winter message before arrival.
- Will a keypad or smart lock work in freezing weather? Most keypad deadbolts we checked publish an outside rating well below freezing, from -22°F (Yale, Ultraloq) to -31°F (Schlage Encode). The batteries are the tighter limit. Energizer rates its alkaline AA to 0°F and its lithium AA to -40°F, but Schlage, Kwikset and Ultraloq tell you to use alkaline. Put fresh batteries in before the first freeze, keep the inside of the door heated, and keep a lockbox with a key as backup.
- What does a mountain cabin rental need that other rentals don't?A mountain cabin needs six things a town rental usually doesn't. They are bear-safe trash handling (Colorado says leaving trash where bears can reach it breaks state law), a power-outage kit built from Ready.gov's list, a written notice about the driveway and any state traction law, firewood bought locally, a full first-aid kit, and a house-manual note on where the cell signal works and the address to give 911.
- How do I make a gas or wood fireplace safe for guests?Have the fireplace, chimney and vents inspected every year, which is what NFPA 211 calls for. On a glass-front gas fireplace, fit a protective barrier, since the CPSC says the glass can reach 500 to 1000 degrees and burns to young children are often severe. Put CO alarms on every level and outside bedrooms, post short operating steps next to the fireplace, and decide on wood burning based on your insurer, local burn rules and who will handle the ashes.
- How do I run a hot tub safely in a short-term rental? The CPSC says hot tub water should never go above 104°F, and the CDC says to keep free chlorine at 3 ppm or more (or bromine at 4 to 8 ppm) with pH between 7.0 and 7.8. Keep a locked safety cover on whenever the tub isn't in use, check the drain covers at every turnover and post short rules by the tub. Airbnb says hosts must disclose safety hazards in the listing and should give instructions for features like hot tubs.
- What pool safety does a vacation rental need? The CPSC's Pool Safely campaign recommends a fence at least 4 feet high on all sides with a self-closing, self-latching gate, alarms on doors that lead to the pool, working covers, drain covers that meet safety standards and an adult watching children at all times. Airbnb says hosts must disclose a pool as a hazard in the listing. Your state, county or city may set its own barrier code, so check with the local building department before guests arrive.
- How do I prepare a vacation rental for hurricane season?NOAA's National Hurricane Center says the Atlantic hurricane season runs June 1 to November 30, and the eastern Pacific season starts May 15. Before the season, look up the home's evacuation zone, review flood coverage, stock a supply kit and agree a storm plan with your cleaner or co-host. Airbnb's Major Disruptive Events Policy excludes foreseeable weather such as Florida hurricanes in season, but it can apply when a storm leads to a mandatory evacuation order.
- What changes when a rental sleeps 10 to 16 guests? At 16 guests with on-site laundry, HostCalmly's method gives 3 sheet sets per bed and 48 bath towels, and a 10-bed house sends 10 sheet sets and 16 bath towels through the wash at every full turnover. Check your local occupancy limit before you set the guest count, since some counties cap it by bedrooms or by total guests. Put a smoke alarm in every room where someone sleeps, set events to not allowed, and give each floor its own short house manual.
Pricing, taxes and insurance
Seasonal prices without emptying the shoulder season, depreciation, Schedule E or C, and insurance in high-risk areas.
- How should I set seasonal prices, minimum stays and gap nights?Use two numbers. The nightly floor covers only what a booking adds (cleaning, laundry, supplies, per-night utilities and the platform fee), and it's the lowest price your pricing tool should accept. Annual break-even spreads your fixed costs over the whole year's booked nights, and peak-season prices do most of the work of reaching it. Setting each month's full-cost rate as a minimum prices slow months far above what they need, which can empty the shoulder season. Airbnb and Vrbo both let you set prices and minimum stays by date.
- How does depreciation work for a short-term rental? You depreciate the building and its contents, never the land, starting when the place is ready and available for guests. Residential rental property is recovered over 27.5 years and nonresidential real property over 39 (IRC 168(c)). The tax code's definition of a dwelling unit leaves out units in an establishment where more than half the units are used on a transient basis, so a rental used mostly for short stays may not be residential rental property. Furniture and appliances in a residential rental are 5-year property (IRS Publication 527). Settle the classification with a CPA.
- What is the short-term rental tax loophole? It's two IRS rules working together. If your guests' average stay is 7 days or less, Treasury Regulation 1.469-1T(e)(3)(ii)(A) says the activity isn't a rental activity under the passive loss rules. It's then passive only if you don't materially participate, so meeting one of the seven tests in IRS Publication 925 can let a loss from the rental offset wages and other nonpassive income. It doesn't move the rental to Schedule C or lift the at-risk and excess business loss limits. Confirm your facts with a CPA.
- Do I report my short-term rental on Schedule E or Schedule C?Schedule E, unless you provide substantial services primarily for your guests' convenience, such as regular cleaning, changing linen or maid service, which IRS Publication 527 and the Schedule E instructions send to Schedule C. Heat, light, trash collection and cleaning common areas don't count. Schedule C profit can owe self-employment tax through Schedule SE, at a 15.3% rate per the IRS, while Schedule E rental income generally doesn't. Mortgage principal isn't deductible on either. Confirm your services with a CPA.
- What is the 14-day rule for short-term rentals?Rent a home you also live in for 14 days or fewer in a year and you don't report that rent or deduct rental expenses for it (IRC 280A(g), IRS Publication 527). Living in it has a test of its own: personal use of more than the greater of 14 days or 10% of the days it's rented at a fair price. Rent it 15 days or more and all of the rent is income, with expenses split by days. The 7-day average-stay rule in Publication 925 is a different test. This isn't tax advice; check with a CPA or EA.
- Will Airbnb send me a 1099-K?Only if the payments Airbnb processed for you in the year total over $20,000 in more than 200 transactions, the federal threshold the One Big Beautiful Bill Act restored (IRS, checked Nov 2, 2026). A platform may still send one for less, and some states set a lower bar: Massachusetts uses $600 for anyone with a Massachusetts address. The amount is gross, cleaning fees included, before Airbnb's fees. You report all rental income whether or not a form arrives. This isn't tax advice; check with a CPA or EA.
- GuideWhat insurance does a short-term rental host need? Most hosts need coverage written for short-term rental use, because standard homeowners and dwelling policies often exclude or limit coverage for business activity like paid stays. Airbnb's AirCover for Hosts adds damage protection and liability insurance for Airbnb stays, but Airbnb says it is not a substitute for your own insurance. Confirm your coverage with a licensed agent.
- How do I insure a vacation rental in a wildfire area?In California, if regular insurers won't cover your rental, the FAIR Plan sells a limited fire policy (fire, lightning, internal explosion and smoke, up to $3 million for a home) with no liability coverage and no theft coverage. To get closer to a full homeowners policy, you pair it with a difference in conditions (DIC) policy from a separate insurer. You still need coverage written for paid stays, so confirm every gap with a licensed agent.
Cleaners, turnovers and restocking
Find, pay and check cleaners, restock on a schedule and replace linen before guests notice.
- How do I find, pay and manage cleaners for a short-term rental? The national median wage for maids and housekeeping cleaners was $17.07 an hour in May 2025, according to the BLS, so look up your own metro before you set a rate. A flat fee per turnover is the simplest to budget, as long as you work it out from the hours a clean really takes. Give every cleaner a written checklist, ask for photos at the end of each clean and line up a backup. For payments made in 2026, the IRS says Form 1099-NEC applies to nonemployee pay of $2,000 or more.
- How much toilet paper and supplies should I leave guests?Per stay for 4 guests over 3 nights: 7 rolls of toilet paper, 4 trash bags, 12 coffee pods. Par levels, reorder point, cost per stay.
- What should an Airbnb cleaning checklist include? An Airbnb cleaning checklist should run room by room in the order your cleaner works: first checks for damage and left items, then bedrooms, bathrooms, kitchen and living areas, then a final walk-through before locking up. Add photo documentation for damage and a restock list, so every turnover ends the same way.
- How often should you replace sheets and towels in a rental?Replace rental sheets and towels when they fail an inspection, not on a fixed schedule. Pull any item with stains that do not wash out, thin spots, fraying edges, pilling, lingering odor or lost softness. Keep one spare set per bed and one spare towel cycle, so a worn item can leave rotation right away, and log each replacement.
- What can I ask Airbnb guests to do at checkout? For reservations booked on or after Nov 20, 2026, you can still make light, quick checkout requests such as locking up and turning off lights. Airbnb's policy says hosts generally can't ask for cleaner's work like stripping beds, washing and putting away dishes or taking trash offsite. Move those tasks to your cleaner and price them in.
- TemplateTurnover message for your cleanerSend a turnover message to your cleaner as soon as a booking is confirmed, and again the day before. It should list the home, checkout time, next check-in time, number of guests to prepare for, any special notes and the supplies to restock. Ask the cleaner to report damage or low supplies.
